I have a Pediatrician that does an HMP and consults via tele conference with a Hematologist/Oncologist down state on same date. Will they both be able to bill for services?

If the carrier even covers tele-conference most likely it will be like E/M where only one is billable.

would the Hem/Onc not be able to bill a consult if the carrier recognizes tel med

look at  99441-99443 for the physician or 98966-98968 for non-physician practitioner.
Reimbursements would be up to individual insurance carriers, most are not covering these non face-to-face services yet. You def want to check benefits first.
