what do these medical billing terms mean:   Level V, New Complex and Level IV, Est Detailed

Sounds like you are referring to E&M codes, 99201 thru 99215.  Level V is the level of the visit, new means a new patient, complex describes the visit, level IV again is the level, Est means established patient, detailed describes the visit.

I'm catching E/M also.  If you want specific coding and descriptive information the best place to obtain this is from the E/M service guidlines beginning at the beginning of your E/M chapter in your CPT book.
