Workers Comp Claim

I am working on submitting a worker's comp claim on behalf of a naturopathic physician (ND). The adjuster from the insurance company is adamant that a referral from an MD is required to obtain a reimbursement. The naturopathic physician is equally adamant that he does not need a referral. I am stuck in the middle and not quite sure where to turn. Since Worker's Comp is a state funded program does each state have its own rules regarding who does or who does not need a referral? Is anyone familiar with Oregon law on this matter?

I am not familiar with Oregon and each state does have it's rules.  I would recommend calling the State Comp Board and explaining the situation to them.  They would know the state rule on it.  Start there.
