Biographies:

Frank E. Sheeder, Esq.
Partner, Jones Day

Frank Sheeder has defended clients against civil and criminal fraud allegations brought by the government and other hostile third-party litigants — especially whistleblowers — for more than 20 years. He focuses on complex health care litigation and regulatory compliance. He has appeared before multiple federal and state courts and represents clients opposite a multitude of federal and state agencies, whistleblowers, and other plaintiffs.

Frank has advised clients from virtually all segments of the health care industry, such as health systems, hospitals, academic medical centers, physician groups, DME providers, long-term care providers, home health agencies, ancillary providers, pharmacies, laboratories, and allied health professionals. Those cases generally involve Medicare, Medicaid, and other federally funded health care programs. He also has defended putative class actions and civil cases involving parallel criminal proceedings. He has been counsel of record in more than 30 criminal cases in federal district court.

Frank is a member of the Health Care Compliance Association (first vice president), the American Health Lawyers Association (Fraud and Abuse, Self-Referrals, and False Claims Practice Group), the American Bar Association, the North Texas Healthcare Compliance Professionals Association (past president), and the Dallas Bar Association. He is a member of the advisory board of the Metro Dallas Homeless Alliance and a graduate of the Leadership Dallas Class of 2007. He also serves on the editorial board of the Journal of Health Care Compliance and is a Certified Ethics and Compliance Professional.

Steven Lefar

Steve is General Manager of MediRegs and the Wolters Kluwer Health Care Portfolios. Serving more than 3,200 clients and 2,000 hospitals, and organizations such as CMS and the OIG, Wolters Kluwer is a leading provider of Compliance and Reimbursement software and tools. Prior to Wolters Kluwer acquiring MediRegs, Steve was President of the company. Steve is a frequent speaker and writer on the intersection of technology and compliance.

Before Mediregs, Steve was Senior Vice President of Corporate Development at Allscripts Health Care Solutions, a leading provider of electronic medical records where he led strategic partnerships and acquisitions. He led more than $400 million in transactions and established relationships with companies such as Microsoft, GE/I DX, Compaq/HP, Medco and Express Scripts.

Steve has also worked on alliances and partnerships with Andersen Consulting, was the manager of network development for Caremark Oncology and been a hospital operations consultant with APM. Mr. Lefar has been in the healthcare field for 18 years.
