Sources/Criteria for Compliance Plans

other than this (above) written in 1998- are there any other gov't sources for compliance for 3rd party billing companies?

The OIG's guidelines are pretty much the only recommended source I would use as a guideline. Aside from that just be sure you know compliance IN general as you'll take that and incorporate it into a 3rd party manual.   I really like the HCCA ( http://www.hcca-info.org/ )as my go to for compliance. Membership is a a tad pricey but worth it IMHO. They have one in particular item that's VERY good 501 Ideas for Your Compliance and Ethics Program it's $50 for members and $60 for non members. In their "products" area.
