Hi,
  I need more information in order to give you a cpt code for thoracic outlet decompression.  The codes for decompression are included with laminectomy, facetectome, etc.  There doesn't seem to be a code strictly for thoracic outlet decompression. 

If someone knows the code she is looking for, please help. :)
