Helo all.,

We started the new medical billing company.. We are not very sure about the HIPAA policies.

Does the medical billing company need the HIPAA? if yes,

Where i need approach to get the HIPAA policy for our company?

Any samples pls..

Yes, you need to determine your status. Either you will be a covered entity or a Business Associate.
You will also want to look into HITECH which changes / amends the Business Associates Agreement.

OK - I'm going to show my ignorance. What is the difference between a covered entity or a Business Associate in this field?

You might want to look into taking some HIPAA courses. There are many distinguishing factors and your structure depends on the services you provide and how you provide them. There are some billing companies that are Covered Entities. Most are Business Associates, but again, if you are uncertain, you need to consult with an attorney and learn more about both HIPAA and HITECH so that you can prepare the proper agreements.
