Billing for services provided at school

I am looking for some advice.

This is for the state of CA. 

When students are diagnosed with special education, Federal Medicaid dollars are available to diffuse the cost of certain special education services.

But I am not sure how I would bill if the students don't have State medical insurance. 


Has anybody done this type of work before?

I would think you would contact their own insurance carrier, also some schools have policies that will pick up costs as last payor for certain things only. Find out what insurance they have and take it from there.
