I'm just curious does it matter if you have a home based billing service and you do the billing out of your home or do some potential clients frown upon that if you don't have a true office space /location when it comes to doing there billing.

It shouldn't matter where you work from, what will matter is that your home office is fully compliant, that you have a compliance plan and that you have a BAA with your clients. If you are marketing there is really NOT a need to disclose you are a home based business. Most businesses have PO boxes anyway. If it comes up and you are asked then you can disclose it and make sure to offer the assurances that your office is fully compliant.
