We bill both BCBS of GA, and Medicaid/Medicaid HMO Plans.  If the patient has Medicaid it is always billed after the primary (BCBS in this case).  If the provider does not participate with Medicaid, or if the service is not covered by Medicaid you can collect from the patient upfront but the patient must sign an ABN, or advanced notice of responsibility and include the reason the patient is responsible.

Sounds like your Biller doesn't really know all the rules of Medical Billing. I own a small billing company and work out of my home and am also very experience with Mental Health billing. If you are interested contact me for resume and references.

DEPENDS on your state..you could be in violation as MANY states do NOT allow you to collect from the Medicaid patient. The ABN is for Medicare.. it is NOT for Medicaid.
