What's your point? On shore provides all same benefits w/out the risk.

That is absolutely incorrect. OFFSHORE provides NO legal venue for any type of data breach, responsibility falls on the covered entity and/or BA back here in the states. Offshore has NO legal responsibility and US based physicians and billing companies receive all the liability. THAT is more than a "little" risk.
