I know this is technically not a billing question.  I know the fees that are allowed for releasing records.  My question is, can a provider release records that where received from a different provider?   example:
my provider receives records from a pain doctor.   my provider then receives a request for records by patient or the hospital, can my provider release the records from the pain doctor to the patient or hospital?   With the new hipaa changes, just wasnt sure.

As long as the records release is signed by the patient, and says "all medical records" there should be no issue.  It's also good for your doctor to show that his file is complete on his patient.
