Billing from a site of service 22, can I put a tc modifier on code 64613?  The physican is contracted separately and the professional component will be billed by a third party.  I want to bill out for the technical aspect and also for the J code drug.

Yes, I don't see any reason you couldn't use the TC modifier.  It should be fine.
