BIlling E&M code on return visit

If a patient is seen for a comprehensive exam with medical tests but has to come back 2 days later for another test because 2 of the tests are considered bundled/mutually exclusive, would you bill another E&M code on the 2nd visit or just the test code?

If the sole reason the patient came back was to have the test, I would only bill the test. If the patient had a new complaint, or worsening of an existing condition, that required further work up, then that is a different story.

I've been seeing E&M coding questions on here a lot lately.  Billers need to understand that E&M is not just a code for an office visit (although the doctors should be paid for an office visit, but they won't be) there has to be an actual EVALUATION as well as the management.  It's not just talking to the patient, it's all vitals, examination etc.  There should be a code for just a visit to order another test, or go over results etc.  But to date there isn't.
