Does anyone know if this applies to Southern California?

Box 11 - is for the insured’s policy group or feca number. Not all insurance
carriers issue group numbers. If there is no group or policy number, leave
this box blank. If there is a group number on the insurance id card put it in
this box. In most cases, the lack of a group number will not affect the
payment of your claim, but there are a few exceptions. Our Medicare office
requires that you put the word “none” in this box. If you do not have the
word “none” in this box Medicare denies the claim

Are you referring to the 'medicare requires none in this box'?  If so, I'm not sure but I think all Medicare's require this.  Have you had claims being rejected?  Or haven't you submitted any yet?  If you are submitting for the first time I would include the 'none'.  If claims are being rejected I would see what the reason is, but it sounds like it could be for that reason.

I personally would definitely include the 'none' then.
