E&M coding

At my place of employement we have come across a question today. If a patient comes in for a Workforce safety followup and needs to be seen for their hypertension same day by same provider.  Can we bill an E&M service to Workforce safety and another E&M service to their insurance company???  The provider is dictating two separate notes and booking two separate appointments???

If the patient has two separate appts, and the dr charted it correctly it can be billed that way.  Each visit should reflect the amount of time the dr spent for that visit, not for the total time the patient was there but it sounds like he covered his bases.
