How do you all read the green highlighted section in CPT for the following codes: 90460 and 90461?

For PEDIARIX-DTAP/HEP.B/IPV, would this be coded per toxoid? V06.8/90698/90460x1/90461x4 (OR) is it V06.8/90698/90460x1

This is an old question and you probably already have your answer, but from what I have read, you are right in thinking you need to include an admin for each component, but I have read that to avoid denials, to list them each, so instead of 90461 X 2 it would be 90461, 90461.
