I had a random question.

in a private practice, if we are not providers of an insurance plan and if the pt would like us to bill on there be-half are we allowed to charge them a submitting a claim on their behalf fee? ???

StephD:
I know of several offices that are small and don't file insurance for the patients unless they pay for that service.  I think the last statement I saw said it was $25 to complete any insurance paperwork other than the superbill.  They were out of network for almost all of the insurance carriers.  Makes me wonder how they stay in business if almost everybody is private pay.

It is ok to charge a patient (not an insurance company) for completing insurance paperwork on behalf of the patient.  Just make sure you post your fees, and make the patient aware of the charge.  If they do not want you to file the claim, you do need to provide them with a superbill that they could submit on their own.
