Using Hospital as Reference Lab in California

Hi, just wanted to ask if anyone is familiar with billing medical when using a hospital to perform laboratory testing using a hosptial NPI # instead of a reference lab NPI?  I'm being told that we are not able to bill these claims under medical due to it being a hospital NPI #, just wanted to confirm this is the case or if there is a workaround of some sort.
