MODIFIER 59

Would modifier 59 be appropriate to use for a visit for Medicare where the patient had high sugar and they took the patient's sugar and it was high, injected him with insulin and waited 30 minutes then took his blood sugar again and gave the patient more insulin.  They did a 82947, j1815 and 96372 x 2 for each on the same visit.?  Thank you for your help!

You can try the 59 modifier.  Most likely they may be denied but you could appeal with a detailed explanation.
