Use of ABN for non-medicare insurance

Apparently we can now use ABN's for insurances other than medicare, if a patient doesn't want to use his insurance.  Is this the case with Medicaid also?  I have providers who are at opposite ends of the spectrum. One says yes, it can be used for any insurance at all, the other says no, it can't be used for Medicaid and that we have to abide by the rules since we are providers.  Any one have  any experience with this, especially in Pennsylvania?

NO.. not Medicaid..
I think it stands to reason a NORMAL question would be ..why if you qualify for Medicaid are you going to sign an ABN and pay cash?? that would def be a red flag to me.
