MOST plans that are Medicare primary will have secondary follow Medicare rules, so I would think the provider should be referring patients to a Medicare Provider for any services?  But I'm not positive.   I did think Medicare paid for acupuncture ( so many visits) for chronic pain.. so maybe it's your "provider status" that will not allow him/her to bill Medicare.

If the secondary plan is not a Medicare supplement and they do cover acupuncture they may recognize that the provider is not accepted by Medicare and not require a denial.  It is worth checking with them.
