I have a hospital that wants to bill for the number of films taken not views, for example a 3 view lumbar was ordered and one of the views had to be redone due to poor quality, so they want to charge for four views, I say no that's is not the proper way of billing. Where can I find or is there any documentation that I can print to show them just how wrong this is?

I'm not sure where to find documentation to support that, but I agree with you.  By definition its the number of views, not the number of films.
