charging patients for copies of their medical records

When a patient requests a copy of their medical records, released to themselves, is it standard to bill them for the coping fee.  If so, what the acceptable fee?  Would it be the same as we bill a lawyer etc?

North Carolina
North Carolina General Statutes §90-411

Inclusive of searching, handling, copying, and mailing costs:

    * $.75 for first 25 pages
    * $.50 for pages 26-100
    * $.25 for pages over 100
    * Minimum fee of $10.00 permitted
