Hospitalization dates

I have a provider who was told that when billing inpatient hospital claims that the hospitalization dates should be billed as one day prior to and one day following because the hospital drops bills at midnight.  For example, if the patient was seen October 13, 14, & 15 the CMS form would have three line items for each date but in field 18 the dates are listed as 10/12-10/16.  I have not been able that refutes or supports this issue and any insight would be appreciated.

I have not heard that before.  I have done inpatient billing and I always report the  actual hospitalization dates.
