This is a dumb question that I think ;) I know the answer to, but I would like backup.
In order to bill Medicare AT ALL, don't you have to be registered with them? I know you can participate or not, but to even submit a bill, don't you have to be registered with them?

yes u have to be registered whether you are in or out of network

Provider has to be enrolled, if you are a new biller or new billing company the provider has to make the change on their 855 listing you or your company as the billing agent. The billing person or company does not register with Medicare.

I would also like clarification on this subject. I have a Billing Company and the Provider outsources their billing to me. Would I need to submit the 855-I to Medicare prior to signing any clients? So that I am registered with Medicare as a Billing Agent, correct?
I feel stupid for asking this but I would rather be safe then sorry. Thanks!

Yes, the 855 would need to reflect you / your company as the "Billing Agent"
