Medicare "MFP" type?

I submitted a claim for a patient that has Medicare as their secondary insurance along with the primary's, Cigna, EOB. I was told by Medicare that the claim is being denied because the "MFP" type on the claim is 47 and it should be working type. I just started billing and our doctor doesn't usually Medicare, so I am confused! Thanks in advance.  :-\

47 means that someone else has primary liability...  no fault, homeowners?

- 47   Liability -- Insurance (including a self-insurance plan) that provides payment based on the policyholder’s alleged legal liability for injury or illness or damage to property. It includes homeowner’s liability insurance, malpractice insurance, product liability and general casualty insurance and payments for medical damages made under the “wrongful death” statute
