Communication with Medicare

Hello everyone,
Hope you are all having a good summer. I know it's hard to believe, but I'm still having problems getting claims submitted to Medicare (Part A).
We are a community mental health facility and have a PHP program.
Do any of you have any suggestions as how to get someone at Medicare to talk to you?  They tell me to go to the "automated" system
which doesn't give me the info I need, or I can't get a straight answer.  As crazy as it sounds, I've been working on this problem
since the first part of the year and seem to be hitting my head against a brick wall. The software company tells me I have to talk to Medicare,
but how can I do that?!

Thank you!  Must have just been my computer that day.  I can locate it now. 
Have any of you had any results from contacting an "Ombudsman"?
