orthopedic open reduction

Patient has started treatment on a clavicle fracture, when the pt. follows up depending on what the fracture looks like Dr. may decide to go forward with and Open Reduction. Do I  bill fracture  care now, then if he decides you can use the decision for surgery modifier or hold off on fracture care until he decides what the plan will be.

I would think you should bill what was done now since you have no idea what may be done in the future.  Then handle whatever he decides to do when that time comes.
