Has anyone used the new Xena Medical Billing Office (Xena MBO) software for full practice management.

Not yet.  The full version hasn't been released yet.  It is in Beta now.  I'll let you know.

I called the number for Xena Health. Is there anyone else that has used this company.When you call, it sounds like it is a million miles away. How is tech support?

I read Xena is coming out in Sept. 09 is this true? If not then when is it?

Xena is a little behind in their release.  It should be available by the end of the year.  They are still testing in Beta now.
