E/M coding

I am billing for a related procedure during the postoperative period with a modifier 58, my question is can I also bill for a 99213 on the same day? do I need a modifier for the 99213?

I have to ask first if you are a coder.  If not, you can't determine if there is a modifier needed on a code.  Either the provider or a coder who is reviewing the chart must determine if a modifier is required on any of the codes.  It's not really a billing question but more of a coding question and without more details (actually the chart) it would be impossible to answer.
