Billing for wigs for children with cancer

We've had trouble billing for wigs for children with alopecia and cancer.  BCBS of Michigan wants our client to be Medicare certified to be allowed to be a participating provider.  They can't see going to the trouble and expense of certifying for Medicare when they have no Medicare patients.  Can anyone help me think of a way around this?

Have you talked to a provider rep with BC?  This really seems ridiculous.  If you have talked with a provider rep I would recommend going above that rep.  Enrolling in Medicare is really not a fix, if you don't submit any claims they will deactivate you after 12 months.
