POS for hospital operated clinic

What would be the correct place of service in the following scenario?
A chemotherapy OP clinic in an off site location;  all expenses including drugs, staff, lease and equipment are paid for by the facility.  All billing will be under the hospital tax ID and identification numbers.

We know that for all Medicare/Medicaid/government insurances should be billed with a POS 22 (billing the professional portion of the bill on a 1500 form).  There is some confusion in regards to all other commercial insurances.  I feel that a POS 22 should be used for ALL insurances, as the hospital is incurring all overhead expenses.
