99211 with vaccination

I would like to know if it is appropriate to bill 99211 with a routine childhood vaccination code as well as the vaccine administration code.

Is the child coming in for the vaccination only? 

Bottom line you can bill it, but if they are only their for the vaccination then you can only use the vaccination dx code and it is not usually covered separately in that case.
