Somewhere on this site I posted a summary, with links, of what Medicare was going to allow during the emergency period that is still in effect. These are a couple of points that summary made:
1. Telehealth is distinct from Telemedicine, as are the rules that pertain to each.
2. To qualify as a telehealth visit, it can only contain codes for activities that don't require the doctor to be physically present. There are a number of tools available on the market that can be connected to the computer and their output fed to the provider - like temperature and blood pressure - that would otherwise require the physical presence of the physician. Medicare allows those tools to be used in a Telemedicine visit.
A foot exam might be allowed for telehealth if the visit was conducted through video of the feet and was properly documented in the notes. Can't really do that when it is a telephone-only connection.
