Patient Portal Billing

We are now billing the insurance for patient communication thru the patient portal.  (99241)   

BCBS keeps denying for THIS SERVICE IS NOT PAYABLE WHEN PERFORMED IN THE REPORTED LOCATION.  i CALLED, but THEY won't tell me what it should be.
I have been billing with POS 11.

Anyone know what they are looking for?  Maybe telehealth and MOD 95?
