Question regarding the modifer 25 with cpt code 99211

Hi,
I bill for a chiropractor. A patient of ours was seen on 8-2-2024 for $84. We are billing the insurance co, which is Cigna, for a cpt code 99211 with modifier 25 and a cpt code 98941. However, they deny the cpt code 99211, stating that the modifier 25 does not work with the cpt code 99211.
Is there a different modifier that I could use in this circumstance?

They might not like it because you are billing a five minute visit and stating you manipulated 3-5 areas. Maybe try it with a different OV code?
