2010 E-perscribing

Does anyone have information on the new 2010 rule is on physicians qualifying for the medicare e-prescribing incentive bonus.  I believ that they are to only report it when a pt. encounter generates an e-prescript.  Is this correct?  I'm also being told that beginning 2012 that penalties will be imposed fir non-e-prescribers?   Looking for clarification
