Billing CSection or Epidural and Tubal

When billing for anesthesia (in NY) for a C Section or Epidural can you also bill for the tubal ligation with base & time?

I would bill for the same codes as the surgeon, which would be both the section & the tubal ligation.  (Yes include the base & time.)
