UPMC associated with Medicaid?

I have a patient that we sent a bill to for patient responsibility. They have BCBS as primary and UPMC as secondary.  Patient called and said they have Medicaid (for their son that has a disability) and that if Medicaid doesn't pay then the patient is not responsible. They said UPMC is Medicaid.  I don't see anywhere on the UPMC insurance card state it is Medicaid. This is for the state of PA.

I'm not familiar with UPMC.  I would call UPMC and ask.  You don't want to be reported for billing a patient if by state law you are not supposed to.
