I re-read the posts and realized you're in Florida.  Isn't that a "No Fault" state?  Meaning you pay for your own injuries even if the other guy's at fault?  The same information applies regarding the order of billing, but their wouldn't be the possibility of 3rd party (Yea for you!).

Please confirm:
when billing seconday(health ins) on a PI claim..  Do you have to send a paper claim with copy of the eob from the PI insurance?  just a little confused..  prev note state just to send a electronic claim as normal.

If you are able (software has capability) to submit claims electronically and the carrier you are billing accepts electronic submissions then you can submit electronically.  Otherwise you should submit on paper with a copy of the eob attached.
