Can a nurse visit be billed at a different location on the same day as an office

We had a patient come in for a Well child visit and we were out of the flu shots at this location. One of the staff told the Pt that they could just come to our other location for the shot.  Is this billable?  The physician stated we can not give the shot and that it would be fraud.

Michele:
The well child visit should be billed but the flu shot should be billed once it is received and for the location it was given in.
