billing a 98943.59

I know a provider can bill a 98941 and a 98943.59 on same day so long as there's an extremity diag.,but can they bill the 98943.59(2)units with diag for pelvic and hand?

The 98943 is good for the hand or hip (you shouldn't need the -59, that would be for a therapy done on the same day), if the doctor is ONLY adjusting the pelvis the other code should be 98940.  Using 98941 there would have to be a cervical, thoracic and lumbar or sacrum diagnosis.
