The state of NY does not require that Billing Services register, however, you may have local city laws that require you to do something, especially if you are working from your home.

And in NY providers cannot enter into any fee-splitting contractual relationships (ie; percentage of collections) NYC does have a TON of zoning laws specific to that you will have to research. While NY has a business startup area on the web, NYC has it's own. bhttp://www.nyc.gov/portal/site/businessexpressusinesses
