State Essential Health Benefits?

Have the state essential health benefits (in anticipation of the 2014 healthcare exchanges aka Obama Care) been decided yet? searching online for NYS essentials, but I cannot find a definitive answer....

NY state wants to be able to "ration" visits due to lack of providers/patient wait times.  Duh.. saw that one coming.
