Home Health Billing /any type unit/hourly billing

I am a  HHA biller . Ive been billing for 8 years- I have recently began a new position and they are rounding up to the next hour/unit at after the half hour point so at 31 min but I have been taught and I have done it to round up at 30 min. Please advice I have recommended the change but I want to get a reference from a book or online or a suggestion from somebody more experienced in the field. THANK YOU !!  :-\
