billing for health education visits

Hi all -

I know that RNs can only bill for level 1 E&M services; however, I'm wondering if a master’s level nurse can bill for higher levels of care?  We have a master’s level nurse who is currently funded by March of Dimes for preconception health education but we want to figure out if there’s a way to bill for her services once the grant ends.  She would be billing for health education visits – we currently use codes 99401-99404 with a zero dollar charge.  Thank you so much for any help you can offer!
