3 character ICD 10 codes ok to use?

ICD -10 question.
I saw a recent ICD-10 presentation and the presenter indicated a valid and billable code in “F” chapter (mental health) includes 4-6 characters including the letter.
Soo...would that mean that we could not use F54 (Psychological and behavioral factors associated with disorders or diseases classified elsewhere). This is a code that has you report the underlying physical condition first. There are no more specific entries available for this code.
Thoughts on this one? Have you heard “F” chapter codes are only billable if they contain 4-6 characters?

F54 is a billable code.

Just as I10 is a billable code.

Codes in the ICD-10-CM code set can have three, four, five, six, or seven characters. Many three-character codes are used as headings for categories of codes. The first three characters of an ICD-10 code designate the category of the diagnosis.
