It seems to me that a lot of cpt are being bundle. Cpt code 19361 is being bundel with other codes like 19357 or 19380.

Most insurance carriers have their own rules so there is not always a reference that will help you. Just make sure you are using the appropriate modifiers for your billing situation to ensure that your claims are not bundled incorrectly.
