Hello. I am pretty sure I know the answer to my question, but I would like to hear input from others.
Can a business associate (billing agency) disclose billing information to a client's patient.
For Instance, a practice outsources their billing to a medical billing company. One of the practices' patient call the medical billing company and requests an itemized statement from the past year. Do they have to sign a release to disclose information to themselves? Also, if they do have to sign a release, which name will be on the release to be released by: the practice's name or the medical billing companies name?

You are talking about billing records not medical records so yes a billing company can release an itemized statement to a patient.
